| Title: | Refúgio no Brasil: conceito, atores e novas perspectivas |

| Summary: | O presente trabalho tem como objetivo a análise do Brasil como um receptor de refugiados. Nesse sentido, são objeto de análise as principais instituições, normativas e atores sociais com vínculos e interesses no assunto em questão. Designa-se a mostrar como é estabelecida a relação Estado/Indivíduo, acentuando a atuação da sociedade civil e suas diferentes formas de representatividade, principal intermediadora no contexto. Procura ainda mostrar os principais documentos internacionais ratificados pelo Brasil, desde a incorporação da temática ao seu ordenamento jurídico interno, por meio da Lei Federal nº 9.474/1997, específica ao grupo, até como essa rede vem sendo efetivamente utilizada. Relata também o processo de refúgio no Brasil e a atuação do Alto Comissariado das Nações Unidas (ACNUR) e do Comitê Nacional para Refugiados (CONARE). |
| Abstract: | This research aims to analyse how Brazil has been dealing about receiving refugees. In this sense, are subject to analysis the main institutions, legislation and social actors with links and interests on the issue at hand. Refers to clarify how established the relationship between State versus the individual, through the action of civil society and its different forms of representation, the leading mediator in this contexto. It also shows to outline key international documents ratified by Brazil, since the incorporation of this theme in the national law system, through the Federal Law number 9.474/1997, specific to the group, until how this network has being effectively utilized. It also reports the process of refuge history. |
