O Brasil e o complexo regional de segurança sul-americano: entre Lula (2003-2010) e Bolsonaro (2019-2020)

Abstract

The main purpose of this paper is to compare Brazil’s foreign policy towards the South-American’s regional security complex during two different governments and to understand the respective consequences of that for the South America’s integrationist project: the ex-president Lula da Silva (2003-2010) and the president Jair Bolsonaro (2019-current). For that, Brazilian’s leadership in the region shall be analyzed from the perspective of its action at institutional and diplomatic levels during those two divergent moments, with the sole purpose of comprehending what were the goals that Brazil’s diplomacy held for South America. Besides that, Charles Hermann’s (1990) thesis on changes in foreign policies will be applied with the objective of understanding the level of change that Brazil’s foreign policy has suffered throughout the last years, alongside with the factors that boosted those changes. In the end, this research shows that Brazil’s current diplomacy is harms the complex, since it segregates its constitution. This paper is based on an exploratory research, given the topicality of the theme, supported by a bibliographic review, to better define the principles of the country’s foreign policy to regional integration, beyond the use of official documents and speeches. At last, this is a paper that adopts descriptive and explanatory analytical methods, since it defines the foreign policy for regional integration in two different moments and identifies indicators of phenomena such as intra-regional dynamics.
