| Summary: | Este estudo descreve e analisa a difusão cultural brasileira como um dos instrumentos de promoção da política externa brasileira nos Governos Lula, desenvolvida pelo Ministério das Relações Exteriores, por meio do Departamento Cultural e suas Divisões. Para esse fim, a pergunta orientadora deste estudo monográfico foi: quais são as principais características da construção da política externa durante o governo Lula que ocasionaram um redirecionamento da diplomacia cultural? Assim, tendo como objetivo responder à pergunta orientadora proposta acima descrita, foi elaborada uma hipótese, a saber: a música, a literatura e as artes visuais brasileiras tiveram um papel importante, no plano externo, quando buscaram fomentar a identidade brasileira no exterior e representaram um instrumento de efetividade do Soft Power. Em suma, o trabalho analisa o processo de formulação e execução da diplomacia cultural, à luz da teoria do Soft Power desenvolvida por Joseph Nye, por meio da música, literatura e das artes visuais. |
| Abstract: | This study describes and analyses the Brazilian cultural diffusion as one of the instruments of the Brazilian external policy promotion at Lula’s Government, developed by the Ministry of External Relations, through the Cultural Department and its Divisions. This way, the guiding question for this monographic study was: which are the main characteristics of the development of external policy, during Lula’s government that led to a redirecting of the cultural diplomacy? So, as an objective of answering the proposed guiding question, it was elaborated the following hypothesis: the Brazilian music, literature and visual arts had an important role at the external scenario when tried to foment the Brazilian identity abroad, and represented the instrument of effectivity of its Soft Power. At last, the work analyzed the process of formulation and execution of the cultural diplomacy through the Soft Power concept developed by Joseph Nye, through the music, literature and visual arts. |
