A influência do lobby da indústria alimentícia sobre a Organização Mundial da Saúde: o caso do açúcar

Abstract

This study is about the influence of lobbying by associations representing the interests of the sugar industry on the World Health Organization (WHO). More specifically, the analysis will look at the construction of a global strategy by the WHO, which aims to combat the increas-ing incidence of noncommunicable diseases across the globe, as demonstrated in the organiza-tion's 2002 report, The World Health Report 2002 - Reducing Risks, Promoting Healthy Life. The organization’s strategy, namely: Global Strategy on Diet, Physical Activity and Health (GS), was designed, built and approved in the period from 2002 to 2004. During this period, the scientific basis of the strategy, Technical Report Series 916 - Diet, Nutrition and the Pre-vention of Chronic Diseases (TRS 916), was built and raised adverse reactions from the sugar industry. To understand the influences of these reactions, the first chapter will address the concepts that are relevant to the research. In the second chapter, the construction of the GS will be addressed, from the global demands that led to its conception as well as its construc-tion and results. Finally, the third chapter aims to understand where the opposition to the strategy comes from, that is, which associations are involved; the focus of the opposition; as well as, the results of the opposition at the WHO strategy.
